JOHN L. HUGGINS, JR., MBA, PMP

 Mr. Huggins is a C-level Executive, Entrepreneur and Consultant with solid leadership, program management, business acumen, strategic planning, and business development skills. He has over 35 years of experience in the Telecommunications and Information Technology industry; with over 20 years of experience of starting and leading small business enterprises. For over 7 years, he has also provided business operations and business development consulting support to small and medium sized businesses. Mr. Huggins is a certified Project Management Professional (PMP); and has over 18 years of project management experience. He is a results-driven individual and recognized as a strong leader and visionary; who maintains a passion for motivating and integrating people into developing extraordinary solutions.

Mr. Huggins began his career in the U.S. Air Force, involved in the project management, acquisition, operations, and maintenance of computer centers, telecommunications facilities and cable infrastructure systems around the world. One of his most prized accomplishments, while in the Air Force was his selection as one of 27 people, worldwide, to receive the Armed Forces Communications and Electronics Association (AFCEA) International Meritorious Service Award. Retiring from the U.S. Air Force after 21 years, he first served as a Systems Consultant/Program Manager with a large Federal Government contractor. Since then he has owned and co-founded several technology businesses; forming his first company in 1995. His companies have provided technology consulting managed and operated telecommunications facilities/systems and designed, installed and maintained communications cable infrastructure systems for Department of Defense; Federal, State and local government; school system; and commercial clients around the nation. Mr. Huggins has also provided cable technician training at the local Community College. Along with serving as an Instructor for the SBA DC Emerging Leaders Program; Mr. Huggins is the Founder and President of Broadband Connect, LLC. He recently co-founded and serves as COO for Last Mile Broadband LLC; whose mission to bring high quality, low cost broadband services to rural, underserved and unserved communities throughout Maryland.

Mr. Huggins has a history of dedication to the non-profit community and economic development. Mr. Huggins has extensive board governance experience and has successfully led and/or participated in the vision and strategic direction of several financial, business, technology, economic development, community and military-oriented non-profit organizations. He participated in the Legacy Leadership Institute on Municipal Government Program at the Osher Lifelong Learning Institute, University of Maryland and served as the Chairman of the State of Maryland BRAC Small & Minority Business Advisory Board and the 2013 & 2014 Chair of the Prince George’s County March of Dimes March for Babies Walk. He presently serves as Board Chairman, Prince George’s Financial Services Corporation (FSC First); the President of the Thomas W. Anthony #157 – Air Force Association Joint Base Andrews Chapter; the Vice Chair, Economic Empowerment Committee of the 100 Black Men of Prince George’s County; and serves on the boards of Leadership Maryland.  Mr. Huggins is a member of the Project Management Institute (PMI) and Building Industry Consulting Services, International (BICSI).

Mr. Huggins has received National, State and local personal and business awards, including the selection as a 2006 US Black Engineer & Information Technology Magazine Top Black Entrepreneur; 2006, 2010 & 2012 Mid-Atlantic Region Top 100 Minority Business Enterprise (MBE) Awards; received a 2011 Maryland Governor’s Citation for his promotion of economic development and community enrichment; and a 2011 Air Force Association (AFA) Medal of Merit.

Mr. Huggins holds a Bachelor of Science degree in Industrial Engineering Technology from Southern Illinois University, a Master of Arts in Computer Resource Management from Webster University; an MBA from Webster University; and a Certificate in Innovation Management, from the University of Maryland, Robert H. Smith Business School.
